How to set bash preferences

I see that there is a .bash_profile in the root directory but it is owned by root and I don't have permission to edit it.
Neither do I have permission to create .bashrc in the root directory of my hosted account.

Any suggestions for how I can set my bash preferences, e.g.

alias ls="ls -al"
